Look at the instructions for your laptop, there's a key you have to press at few times.
    Mine is function +F4.
Also, you have to switch the TV to AV1 or where ever you plugged the cables into, and don't use component BGY, use RCA: R&B (audio) and Y(Svid)

This is directly from IBM's website.
    1. Connect the S-Video cable and audio leads (optional) to the S-Video out port and audio jack ports as shown below on your ThinkPad system to your TV.

The S-Video port is typically located on the left side or back of the system

    2. Right click a blank area on the desktop and click Properties.
    3. Click the Settings tab.

    4. Click the Advanced button.
    5. Click the ATI Displays tab
Above the graphic of the TV, there are two tabs - Power and TV

    6. Click the Power tab (the circle with the line in it) and then click the Apply button. When asked if you want to keep the settings, select Yes.
    3. You can now click the TV tab to view the different settings.
There are four tabs available once the TV tab is opened.

Attributes: This allows you to adjust the TV's Brightness, Contrast, and Color Saturation with a Defaults button to return to normal settings.
Adjustments: This allows you to adjust the Screen Position and the Vertical and Horizontal Screen Size. It is limited to usually five clicks.
Advanced: This allows you to adjust the S-Video Sharpness, Composite Dot Crawl, and Flicker removal by adjusting Chroma and Luma settings.
Format: This allows you to adjust the Format by Country or Format (i.e. NTSC or PAL - all versions are listed).

    Notes:

You can enable the video-out setting without rebooting. Simply close and reopen the Display Properties windows with the cable attached to enable the video-out setting.
Fn + F7 to switch between displays only works once. It will change back to the LCD, but the TV settings still show in the above mentioned windows. You can change back to TV out without rebooting the system. Just close and reopen the Display Properties window with the cable attached to switch back to the TV.

    Hope it helps!
