Sorry if this is in the wrong place, or if has already been answered (I did search)

I have two DVD-Videos, and all I want to mix them into one without reencoding. I want to take the begining of one, and the end of the other, and make it into a new DVD-Video.

Is there an easy app to do this, or does anyone have any help?

You can use TMPEG DVD Author. It can set starting and ending point of each video added to track. Just go to Chapter cut edit and press set start frame and set as end frame!
