The last couple times I ran stuff through rebuilder the output files have been smaller than they usually are. I usually get 4.33 or 4.32 size out put, bit the last two I did ended up being 4.3 and 4.29. Thoughts or suggestions?

You may have what is called encoder saturation.
That is when the encoder doesn't add additional bits because it has created what it believes to be a perfect reproduction of the original and any additional space would be wasted.

You can try using a different matrix and using the bitrate redistribution feature. After the prepare phase, use the segment viewer to select certain segments not to re-encode. Ending up with a file size of 4.3 is not bad. I doubt you'll see any difference.
