This might be a dumb question coz i'm kinda new to all this... say u take a 700 mb avi movie with a low bitrate of 800 kbits.... and then u convert this avi to an mpg with a higher bitrate of say 1600 kbits to fit in 2 CDs instead of 1.... my question is would this maje the video quality better or will u just get a same quality video with a larger file size?

    thanks

You won't improve the quality of a video by increasing the bitrate. Bumping up the bitrate doesn't magically create details that never existed in the original video stream.

However, there are many filters which 'enhance' the perceived quality of the video. You may want to checkout the virtualdub filters mentioned on its site, www.virtualdub.org. You can then frameserve it into your mpeg encoder.
