I recently purchased a HP Pavilion Elite m9590a desktop PC.After one week it won't boot up, HP sent recovery CD's and did diagnostic checks. They now tell me that a technician has to re-tattoo the motherboard, is this acceptable, or should i insist on getting a replacement PC?

A "Tattoo" is a bit like a bios flash, but with the PC serial numbers and such built in. This is to make it easier to re-install windows (assuming you have the recovery disks that came with the system). As long as you don't have to pay anything, this is probably your best bet.
