   Does any know if there is a program out there that will change the bitrate of any MP3 file, ie 40 to 128. I have some Old Time Radio programs that are recorded in low bitrates that my MP3 player in the car will not play. They need to be at least 56kbs.

   You need to decode and then re-encode. This will have a negative effect on the sound.
