hey iam looking for a program that will shorten an mp3, and i dont mean to cut off parts of it. i mean down grade it (i dont care if its permanent). ideas?
You mean change the bitrate? I use a program called dbpoweramp music converter for handling mp3's, you can set the bit rate to whatever you wish. Its not a freebie though, its paid software (trial period avail), very rare I get paid stuff as I stick to freebies but I thought this was worth it! Just tested an mp3 to mp3 convert but changed the bitrate lower and it flew through so I know it works.
