    Is there any good free music programs which allow me to edit and add new effects to my music? thanks

    Free:
    Audacity
    SOX (Sound Exchange) <- just commandline, no GUI
    Nero Wave Editor (In case you have Nero already)

    Free trial version (fully functional, time limited):
    Cool Edit Pro

    Lots of effects can be added with Winamp DSP plugins (+ diskwriter if needed) as well.
