I use Cubase to do music production and there is a function within Cubase(and most other music production programs) for converting to different formats.
If he is putting out a CD I would suggest he have it mixed by experts. I had my mixed and it made a world of difference.

What kind of Cakewalk program does he have? There are all kinds of programs by Cakewalk. I use to work with Guitar Tracks by Cakewalk and it will also produce a WAV file.
How serious is he? If he just wants to get his music heard over the internet I'm sure his Cakewalk program is fine for posting a mp3 file of his songs. But if he wants to step up a bit I would suggest Cubase SE $150-$200. Also he only needs to get his music mixed by a studio if he is really serious. I have a friend who owns a studio so he gave me a deal to mix my music it may be a few hundred dollars if you had it done.
Have him look at his program again I know in Guitar Tracks you can specify what format you want your tracks recorded in (WAV,AIFF,etc.)
Mixing is when you have all your tracks laid down you adjust all parameters sound level, panning your sound left or right, effect levels and what effect to use etc.
I got my Cubase SX (by Steinberg.net) from The Guitar Center.
