Hello. The error is a communication error. The cause is not apparent. Make sure the data cable is firmly seated on both the burner and motherboard. Use Device Manager to uninstall both the burner device and the IDE ATA/ATAPA channel that the burner is installed upon. Both should be auto reinstalled upon startup. Try burning at 8X. 16X is probably too fast for the crappy CMC Mag media you're using. Try some decent media like Verbatim or Made in Japan labeled Fuji/Sony.
You are trying to burn at 16x with a 16x writer on 16x media. Not a good idea even if you are using good media, which you are not. Disc Manufacturer ID: CMC.MAG.
