I was trying to burn with Nero 6, and kept getting the drive in use by another application error message. After searching the web fruitlessly, I changed the file type extension on the file: incdfs.vxd, removing the last letter. Nero then worked. INCDFS.VXD is located in the WINDIR\SYSTEM\IOSUBSYS directory.

I was unable to find any other reference to this problem running Windows98SE.
So, if you have an older system, and have this problem, this may be a solution.

Or just don't install nero's incd packet writing application when installing nero.

John, what's pathetic is that there is NOTHING on the Nero site about this problem. I saw lots of queries about it searching the web, and the only solution mentioned was turning off XP's cd automatic CD writer software service.
I used process explorer from sysinternals.com to attempt to find what was running, and even after killing almost all processes, the CDrom still was unavailable. I don't remember why I picked on that particular vxd, but figured it had to be something to do with CD writing...
