Is there any old stuff you have laying around that you could use? An old case or such lets you do more if you have it. It's going to be a little harder with CAD$, looking at newegg the E2200 is probably your best bet. Other budget build recommendations are better left to other members but as a fellow Canadian I ended up getting most of my parts from NCIX.com and Memory Express. Newegg also now has a Canadian site and if B Com is in your area I recommend checking them out as well. One more question about the monitor too. Do you have an old CRT monitor laying around or one that you have easy access to? A display will eat a huge chunk of your budget if you have to buy it new. You should even be able to buy some old CRT for 20$ locally from any sort of flea market website like craigslist etc.
yeah, monitor isn't that much of a big deal. iv'e got a few lying around somewhere. and, i've bumped up the amount of cash to around $700

PSU seems kind of sketchy, too many failures in the reviews to make me feel comfortable about it. For the most part it looks pretty good. I'd probably spend the extra 10$ for the 4400+ though. Remember that the OEM CPU's mean they don't come with a CPU fan so you'll either have to find the retail version of the chip, or buy a CPU fan separately. Also even for a grandma an 80GB HDD is kind of small. For 6$ more you can get this 160GB drive that is a lot more sure to be enough for her. will a Thermaltake TR2-R1 / AMD Socket AM2/939/754 / Aluminum / 92mm Fan / CPU Cooler work on a AMD X2 4200+?
PSUs that come with a case are ALWAYS a disaster, especially for that money. If you don't want your PC to catch fire, replace that power supply IMMEDIATELY.

An Ultra, a cheap one at that. I still stand by my previous statement. That cooler will work for your CPU, as it supports all three of AMD's 64-bit mainstream sockets, so no matter which 4200+ you have, it'll fit ;-)
