If it was Cellular One, it would be unlocked. Most 1600's in the USA are Net 10 and Tracfone and they can be unlocked but it's useless because they have a time tank built in. Example: You got it at a garage sale and it is a Tracfone and it has no units left in it's time tank software. You then put in a Cingular, AT&T, T-mobile sim card with minutes on it, it's not going to work because there are no units left on the Tracfone.
