    They should be able to...just change the NTSC/PAL settings in the video software.

    Generally there aren't even any settings to change, but assuming you're talking about standard commercial DVDs you do need to make sure you either have a region free DVD drive or software that emulates one. Otherwise you'll need to change the region when you want to play a PAL DVD and then change it back to read one from your own region. You can only do this 5 times.

    Put PAL DVD in your drive. It will give you a Region code error. Close error dialog. DO NOT change region setting on your disk drive.

    Open DVD Decrypter and point it to your PAL disk. You will get an error message. Close error dialog. Continue to use Decrypter to rip disk to your HD. It will say something about Brute Force. Continue with rip. Select output to be Region Free.

    The files on your HD will still be in PAL format, but region free. Now play movie using Windows Media Player, Power DVD, or whatever. You COULD burn the files to disk, BUT it won't play on an NTSC TV setup. The disk will now play on your PC with disk drive still set to Region 1.

    I have not found an easy and reliable way to convert PAL to NTSC. The result has one flaw. It plays jerky or the sound does not match the lips. The above is a cheap and easy solution for a few disks. If you want a lot of disks done, consider a multi region/ multi format DVD player. Good ones aren't cheap.

    To answer the soundtrack question : NO.
    What isn't there, won't magically appear out of nowhere.
    Also, why not get Anydvd?
    That way you can watch the dvd without ripping it, just on the fly region free dvd player.

    What dutch movie would you be watching anyway ? *just being curious*

    @xaznboitx

    Is your TV a "regular" TV with its own builtin turner (NTSC)? Or is it a monitor that needs to have a signal given to it?

    I believe this is the issue that allows PAL to play on the computer (monitor) and not on a NTSC TV/Disk setup.

    Ripping the disk to be region free should work with all PAL regions. I have tried only R2. As The_Fiend states, if English is not there it would be there.
