I'm trying to bid on eBay and I have a paypal account and it has been verified. Do I need to have money in my PAYPAL account in order to make the payments to the seller for a certain item that I won on eBay or can I just pay straight to the seller using paypal. Another words can Paypal take money out of my Verified Bank Account and send it to the Seller? I tried looking at help but it was kind of wishy woshy. And how long will the payment take. I heard it is credited automatically but will take around 4 business days. Is this true?

if your pay pal account balance is zero, then when you make a payment to someone else using your pay pal account, the money is taked directly from your linked bank account. you can also have it take the money from a credit card as well. but if you have money in your PP account, such as from someone paying you via paypal, then the money is taken from your pay pal account as long as there is enough to cover the amount you will pay to the seller

So in conclusion. I don't need to have any money in my PP account. The only time I will have money in it is when I get paid. Then what is the point of adding funds to my PP acount?

exactly. if your balance in your PP account is zero, its automatically taked from your default account, which is usually your checking account. (but you can also add others like a credit card account)
