personalize function wont work on vista

Whenever i click on the personalize button on the desktop, the window will come up for a split second then just disappears. any ideas how to fix this?

 

go into the personalize menu through the control pannel

 

that didn't work either i just did a system restore and that seemed to work

 

it was probrably some crazy setting or something then
