Proshow Gold, which flx2000, listed above is a great program. I have been using it for nearly a year now. Have used it quite often to create small gifts for friends and family. One thing I really like about Proshow is the large variety of transition effects to choose from. It's also cool to add different audio tracks to the slideshow to make it really unique. Overall it's a great program and quite easy to use.
