If you just burnt the MPEG file to the disc, it's definitely normal that the disc does not play on most players. You need a DVD Authoring tool to create a DVD-Compliant disc. Such a tool will turn your MPEG file into a VOB file, will split it and will create the corresponding IFO and BUP files.

If you [bold]did[/bold] use such a tool and you cannot play the movie, it's not a region problem, unless you set a specific region while authoring the disc. It might be a disc quality issue (most players require good discs) or a compliance issue (some burning tools don't create DVD-Compliant discs, including old versions of Nero).

    Whoa there !!! MPEG1 or MPEG2 , and if MPEG2 was it DVD compliant (correct resolution + 48000hz) ??

You'll need to encode most Mpeg files , with software like TMPGEnc Plus / MainConcept MPEG Encoder etc (there's loads of encoders).
Have a read up on this matter as you have yet to learn the fundamentals of getting video files to mpeg2 dvd complaint file ;-)
