I have looked for an answer but can't find it. What does it mean -run in idle Base priority?

Since FUW uses a lot of cpu for a long time (while doing the
encode), it offers this option. This setting assigns FUW
a low priority within the OS so that short term demands for the CPU
(other tasks you may do) will get serviced promptly.

However, when you're not doing anything else, FUW still receives
as much CPU as it needs.
