I have a Star Wars clip here. it originated from a DVD that is 29fps.

Now on the second step of TMPGEnc's Project Wizard, it asks you to select the content of video. Select Video if the source is 29fps(from digital camera) or Film if the source is 23fps.

My source is not from a digital camera, but it is 29fps. So would I choose Video or Film?

    Video.
Film is only for files that have 3:2 pulldown already applied, and run at 23.976fps.
