Just like the subject says, Can i burned an HD-DVD RIP on a Dual Layer disc and then use it on a Xbox 360 HD DVD player, on an HD TV? And will it work with 1080i/1080p? I burn the RIP as video or data to the DL disc?

I see what you mean. These usually originate as 1080p VC-1 HD-DVD rips converted to 720p X264. If you burn these to a +R DL they won't be recognized by the HD-DVD drive. You have to find a way to convert them back to the HD-DVD file system and to 1080p. Anyone tried this yet?
OK so what if make an iso of my HD dvd? Can I then compress it to 720p and then copy it to a Dual Layer or could I take the iso and split it into two parts with WMVHD or another program and then burn it onto a Dual Layer dvd?

Thats not exactly what we are looking for. We are looking for a way to burn a premade HD movie from the disc and copy it to a blank media disc. That guide is how to create a HD homebrewed movie from a capture card or device.
hey, any hd movie that is wmv-hd can be burned onto dvd as data disc. play via ?media blade? on dashboard of 360. There are dvd5 and dvd9's, for dvd9 use udf mode and xbox compatibility mode in your burning software (eg nero). Dont think there true hd but much better than normal dvd quality and you dont even need the hd-dvd addon. Although you may need the update for it. I have the addon but play these in the normal 360 drive.
