For Sagem freezing make sure the UCODE is 001a, removing the modem from the board also helps. Otherwise the tuner may be faulty.
The reason for freezing can be a problem with the signal strength or a problem with the cooperation between emulator and demuxer chip and such things else. If channels were found and working there is nothing wrong with the tuner.
