Some Program is Cutting my Speed in Half

    OK I've had 4 Comcast Tech come out to check my Internet Speed.
    1. The first one found nothing.
    2. The Second one Change the Arris Modem and Found Nothing
    3. The Third Change the connectors on the wall and attic and Found nothing. He said the connect from comcast station to my modem is perfect so he don't know what's wrong.
    4. The Forth and last one Came today but before he came I hookup my laptop to my setup and the speed was GREAT. And of course he found nothing.

    So that mean that there is something in my PC that's Cutting my Speed Below Half. This is my setup from Everest below

    One more thing I've run Several Virus /Spyware/Malware Scanners Still Nothing I even Clean out any junk with ccleaner, Registrybooster I need some help my speed test from speakeasy.net show 2500kbps Download 2000kbps Upload I'm suppose to have 16MB Down 2MB Upload.

    You might want to stop about 90% of your running processes.

    I have about 50 Processes running. What's werd is everytime I run a speed test the arrow always move between 2000 and 3000 never beyond.
