GO into your task manager and select the process tab and see what's maxing or using alot of your cpu usage. Once you find out what it is, highlight it and select endprocess. then run your application that you are trying to use.

After a fresh installation, the next things to do are:

    Motherboard (chipset) drivers.
    Video.
    Sound.
    XP updates.
    (in that order)

Use the most current version of the video/sound drivers from the developers site, or the ones that come from their shipped CDs.
