I've tried to replace windows 8 with win7 on 2013 vaio laptop and after couple of minutes into the procedure the power went off in my house. Right now when I turn the laptop on it says Operating System Not Found. Tried to enter Bios but when pressing any of the Fn keys or Delete button nothing works. I would really appreciate any help. Thank you

i guess the laptop's battery was dead & you were using external power, correct? which viao laptop do you have to see what the procedure is to get into the bios?

About all I could come up with is: try alt + F10 at boot to start the factory restore process... If the restore partition is still intact it may work?????

won't work as recovery partition plus main partition has to be deleted before you can install win7.

I don't do much with win8 so, when I do something like this I always make an image to a usb drive. that way if I screw up, I can always go back to ground zero and start over.... LOL
