hmm its weird that you havent had any replies ...but there are a couple ways

the easiest is to get an all in one program that will take your avi and sub ...not all deal with subs thought and give you a dvd ...most allow you to add menus too here are a bunch:
    http://www.videohelp.com/tools?s=35#35
i the one that i use from time to time is avi2dvd because it allows me to use cce ...and its quite easy though ive never used its menu creator

another option is to encode the video and author separatly ...this is harder but allows you to use the encoder of your choice (which most times means better quality but some are designed for speed) and here are some:
    http://www.videohelp.com/tools?s=40#40
i use cce but tmpgenc is more popular for the causal user because its easier to use with the closest qulaity to cce(that stands for cinema craft encoder)

and the authoring tools are here ...these allow you to make (significantly better) menus add chapters, audio, subs ...the works here are some of those:
    http://www.videohelp.com/tools?s=2#2
i use dvd lab ..harder to use but once you learn it offers amazing features ...again tmpgenc dvd author is popular here for easy of use.

each tool that you look at has guides on how to use em so check those out for features/ easy of use to help make your decision
