I "borrowed" a friends copy on this svcd, and it will play fine on my computer but when i put it into my dvd player it plays a little slow. Does anyone know how to re-encode or do something to the vcd to make it play at the right speed?

Here is the stats on the vcd if they help at all.

    ntsc svcd (480x480, 29.97fps)
    video: 2181kbit avg. 2450kbit max. 5pass vbr
    audio: 224kbits 44.1khz

The problem may be that your dvd player cant support VBR encoded SVCD! have you tried vbr svcd before?

hmm im trying to think of a program to do this because TMPGEnc wont without an mpeg codec and even with the mpeg codec, it still messes up all the time! It's not an easy thing to do what you're asking, I've never actually tried it!
