In http://www.afterdawn.com/guides/archive/dvd2svcd_with_tmpgenc.cfm you'll find the 'FitCD' method, which adjustes the bitrate settings for TMPGenc accordingly (avoid the 'DVD-ripping' part, of course, and start reading from [bold]FitCD[/bold]). Alas, the bitrate must be changed according to the movie's length and the authoring application you use to make the SVCD from the input mpeg-2 file.
