If your player supports it, the best way is to just author straight from the SVCD MPEG-2 file. This requires a program like DVD-Lab that will just change the MPEG headers to make it appear to be DVD compliant. Some players will play a non-standard DVD like this just fine, but some will add borders to the edges so it won't look right. As long as you don't mind potentially wasting a DVD if your player doesn't support this, it will give you the best possible quality because you don't have to re-encode the video which will always result in quality loss.
