   i have been trying to encode SVCD from DV with variable success, often times getting read error and illegal decimal point errors which would stop the encoding, crash the program or crash the cmputer altogether...

   Click option - environmental setting. Click the CPU tab. untick SSE and SSE-2.
   
   Then on TMPGEnc, click setting and click the quantizt matrix tab, make sure use floating point is unselected!
