Is there a jumper attached to the rear of the hard drive as master/slave/cable sel?
If so remove it, the jumpers are not needed on USB devices.

Is it displayed in device manager, if so does it have a yellow exclamation mark by it?
If so, manually uninstall (do not remove it) and reboot and see if windows finds it again.

Is it displayed in My computer?
If not, then right click My computer
    Click manage
Expand Storage, if not already expanded
    Click on Disk Management
    Is your device displayed there?
If so, right click on the drive, select change drive letter and paths.
Go through this to assign a drive letter.

You may also be required to make the partition on it active, unless this has been done before, or there are more than one partition on it.
