TV channels without cable subscription?

    Hey,
    I don't have any cable or digital TV subscription at the moment. I was wondering if I can get a TV card that will receive TV channels. Eg. the haupage tuner here, says it will pick up QAM channels:

    So, if I got this tuner, would it pick up channels if I plugged a coaxial cable into it? Or would need a cable subscription?

    It will only pick up the QAM channels that are broadcast un-encrypted, or 'clear'
