Using TMPGEnc and then Nero to burn

We use TMPGEnc to convert to mpeg, but when we try to burn the mpeg as a vcd using Nero, it says that the file must be converted before burning. It shouldn't have to do that. Sometimes, they burn with no problem. What might we be doing wrong?

Nero will almost always re-encode perfectly good files, especially if they're just a bit too long.

The solution is to stop using Nero.
    Try VCDEasy.
