i am not a pro or anything on this kind of stuff, i am actually looking for answers myself since i am new to it to, but with my playing around, i was able to do it with nero, once you have your vcd format file, you just click on make your new video dvd, it will convert it by itself, you just slide the dvd in, there's a few options about making menus and stuff like that, but like i said, i am new to all this stuff too. hope it helps

VCD video is already DVD compliant. DivX-->MPEG-1(VCD)-->MPEG-2(DVD) is a bad idea. Better to do DivX-->MPEG-2 or leave it as MPEG-1. VCD audio is not DVD compliant and once again you will want to avoid converting multiple times. Easiest is probably to use ffmpeggui to convert the avi to AC3. You can then use the video (m1v) from your mpg together with the AC3 for authoring.

Never used VE for authoring myself though, maybe it will force you to re-encode anyway?
