I have .avi files with subtitles on it when I burn it to a DVD+R using NeroVision Express the subtitles get cut off when I watch it on TV. However, when I watch it on my computer I have no problem reading them. So I was thinking maybe it is my TV or my DVD player but I was hoping there is a way for me to fix this. Also I am fairly new to burning DVD's.

It's your TV. Search for "overscan" if you want more info.
Generally people pad the video with a black border. Another solution would be to place the subs in a safe area. You might want to use different software and authoring with selectable subs though.

Thank you celtic_d. I have searched for overscan it has been of some help but I'm assuming not all TV's will cause this overscan problem.

True. LCD, plasma, etc. are fine.
