Most new video cards have S-Video out. Maplins sell a cable that has, at one end, and S-Vid output and L-R audio combined to fit a sound card. And at the other end 3 phono leads for video and sound in which you can plug straight into the TV or buy a scart to phono adapter, again from Maplin. Video Card: Any make £40 approx Cable: 10 metre £15.00 Adapter: £3.00 That's the way I did it!
My video card does not have the S-Video Out guys, my card is a "WinTv" card that allows me to watch TV on the pc but not the other way around, here's a link to the card http://www.hauppauge.com/Pages/products/data_gofm.html The card has only 3 connectos on it, a 1/8 Jack for Audio, a Yellow RCA Jack to connect the pc to the TV and a regular TV Jack that accepts a regular video cable with the pin in the middle. What can I do here?
