This message appears when I connect the hard drive to my dell laptop "Power Surge on Hub Port" and when you click further into the USB connection box you get this message "Windows has stopped this device because it has reported problems (Code 43)"
I'm totally lost at this stage, but somehow managed to put my iTunes onto the external hard drive & can't get it back onto my laptop.
    Any help greatly appreciated

Most likely a problem with your external hard drive. I'd replace the enclosure first if other USB devices work on the suspect USB port of the laptop.

Western Digital makes some of the most terrible enclosures available...it is probably this.
