Twenty bucks isn't going to get you much in the way of quality headphones but is there any chance that there are pawn shops in your area (first recommendation because they always have tons of them) or perhaps someone you know into ebay or something of the sort? I NEVER recommend that someone buy used equipment but hey, headphones aren't likely to go on the fritz after buying them so you wouldn't be taking much of a risk and you can get a lot more quality for your $20.
