What converts DVD-MS file to MPEG2

    I'm new to video editing.

    I'm capturing video off the TV using Windows MCE which creates rather large files of type DVD-MS. I need to encode this to an MPEG2 and or reduce it considerably in size. What tools convert DVD-MS to MPEG2, and, generally, how can I tell if a tool which advertises the ability to transcode media types will read DVD-MS files?

    Supposedly you can convert this format to Mpeg-2 useing "Tmpgenc Xpress"....
