I've got a pc that came with an ATI all in 1 wonder 128 pro graphics tv card. I got hold of the graphic card driver but dont know what software is required for the tv input.

Is there a specific software program that I should used with the tv card or are there others that do the same job

You need to use ATI's Multimedia Center software available from their website. It should be from the same place you got the drivers. It has all the software to use with the card for TV viewing and capture as well as composite input/capture.

First of you do not nessesarily need to use ATI's media center. There are other App's do recongnize the ATI AiW 128 pro for capturing. Fox video capture,Movie Edit Pro 14, and a few others. I began using the ATI 128 Pro to capture from VHS to DVD and spent quite a bit of time looking for ATI's media center that would work. The card itself is so old that it is no longer supported in any way even through their Legacy Network.
The main question is what are u trying to capture?
This stuff starts gettimg complicated. It is simplified by knowing what you want to use the card for.
For basic TV watching and limited capture abilities I would Suggect ChrisPVR Professional.
