What is best way to resize MKV resolution?

    I want to enjoy my 52"lcd and Blue-ray home theatre system.

    I convert MKV to AVCHD, however, a lot of unregulary 720p and 1080p MKV on the internet.

    I need to resize them to regulary 720P(1280*720) or 1080P(1920*1080)because the AVCHD just support regulary 7020P or 1080P.

    I used RipBot264 to resize them, it works well. But the file size decrease to around 60% from original size. I concerned about the quality because the files is decreased.

    Do you have some comment about it?

    I have another question about Fps? Fps of some vedio is 23.xxx. does it will increase quality if i increase 23.xxx to 30fps?
