Any Good effects/Editing Program can do that Type of Stuff but you have to know how to do it and how to use the Software which will be the Hard Part as Poeple Go to school for years to learn how to do stuff like that even though it is not an extremely Hard effect.... You can Probably do it with Adobe Premier Pro with Adobe After effects but it will also cost you quite a Bit for this Software.... Good luck
I feel perhaps a decent editor like Sony Vegas in conjunction with Ulead 3D production software would be able to produce this kind of graphics. Even Vegas is sophisticatd enough to do it. But he is right you need to know what to do with the software.
