What's Best For DVD from Avis plus .jpg's ?

    Dear knowledgeable Sirs (and Ladies, too, perhaps),

    could you tell me the software of choice for this operation:

    Joining a number of 3 minute Avi clips and adding in some .JPG stills and putting a voice over on the stills to make a DVD movie of the whole thing?

    Perhaps making it a number of movies or a movie in segments or chapters or whatever you call it: a menu with a number of choices so the watcher doesn't have to sit through the whole thing if they don't want to.

    I prefer to use Open Source and Freeware, but I've also got some proprietory stuff such as Nero and WinDVD and I don't know what all else, floating around in the dark corners of my pc and the bottom of my dvd/software box.

    I'm lost with too much software. That's my problem.

    To save me blundering around wasting hours and days screwing up with the wrong stuff before I find the right stuff, I thought I just might ask.... what's the best way to go?

    p.s. the AVI clips are low standard, they're just from a Canon A520 digital camera, it takes 3 minute video clips, too.
