where does a via sata chipset go in a pc?

    Well it's a chip on a motherboard. It's not something you can add though, it's just part of the motherboard.

    no i mean 4 Port SATA PCI Expansion Card &IDE VIA VT6421a chipset

    If its a PCI card, it goes in a PCI slot - the slots at the bottom of the motherboard, there will usually be several that look the same, usually white in colour.
