Which program gives the highest quality converts?

which program gives the highest quality converts to dvd from avi? theres a range of them but im not sure which one does.

 

TMPGenc is very very good but many people complain about its speed.
use it because it has many plugins (e.g. DVD2AVI) and I have decided that AVIs just need to be converted to MPEG-1 for VCD (What should people do? A 600-900 MB AVI to a 4.5 GB DVD movie? Doing this way, DVD Lab can insert 4-5 VCD movies into a DVD! [1 VCD movie of approx 2 h = 1200 MB]) ; DVD and SVCD I keep for direct DVD Rips.

About other software, I only know information read from other people (about DVD Santa, CCE....).
Just a 'certain' inforation: [bold] avoid using Nero as encoder [/bold] .
