Currently there is no CPU that can run pcsx2 at max. Your best bet is using a very high clocked CPU. Graphics requirements are lower. X1600XT would probably be enough. Minimum specs (for reasonable game play) are as follows for pcsx2: Dual Core 2.4GHz 1GB RAM (2GB will be better) X1600XT Emulators require more from the CPU than the graphics, so upgrading the CPU is the best way to improve frame rate on pcsx2. Any Multi-core CPU that can clock over 3GHz will run the emulator pretty smoothly. It will not max every game on the PS2, but good enough to get every compatible game playable. The only issue is the X1600XT. It is a good Video Card for very light gaming, like older games and emulators. If you plan on playing newer PC games, go for the HD 4850. It was on sale last week for $125 with free shipping and that was without a rebate!!!

No, the graphics card is very weak. Prebuilt gaming PCs aren't cheap, the best I could suggest is a Dell XPS420.
