@21 Probably the same reason the University of Miami got in trouble a few years ago, (well actually in the late 70's.) The biology dept discarded a small fridge, someone "acquired it, kept it for a semester or two, then tossed it in a construction site, due to the Biohazard stickers on it, the EPA was involved and an investigation started, they were held liable even though they didn't toss it away improperly...
