larrylje, thanks, thats great, can you change the region code in "video options" as well, hardly ever used Nero before...
In order to convert from PAL to NTSC or NTSC to PAL then you more then likely will use a ripping program like DVD Decrypter/AnyDVD/DVDFab Decrypter/RipIT$ME etc etc which in that case all of those ripping Apps will make the DVD region code free. So if you ripped the DVD to your hardDrive (or did it on the fly with AnyDVD) with 1 of the above Apps then it should be region free already. Now all you need to do is load it into Nero Vision 3/4 and convert it to whatever format (PAL/NTSC) you want.
